Europe’s existential crisis and the new security paradigm

  What I wrote below may be controversial – and it is – but I have been thinking about this in security terms for a long time and have my own, specific view of what Marco Rubio and today’s American administration under his leadership mean when they speak about Europe’s decline, and how this connects to the American understanding of security as the power that provides that security.

Marco Rubio’s recent address at the Munich Security Conference was not just another routine political statement – it was a “wake‑up call” for the whole of Western civilization and an admission of the existential crisis Europe faces today. When we talk about Europe’s “fall,” the problem is not only small defense budgets or technological lag; it is much deeper. We have entered an era in which, despite digital hyper‑connectivity, the individual has become more lonely and atomized than ever. The post‑truth environment and social networks have further expelled the individual from traditional communities such as the family, church, and local community, dealing a direct blow to their sense of a security “homeland,” to identity, and so on.[

 ქვემოთ რასაც დავწერე, შეიძლება საკამათო იყოს და ასეც არის, თუმცა მე დიდი ხანია ამაზე ვფიქრობ უსაფრთხოების ჭრილში და ჩემი კონკრეტული მოსაზრებები გამაჩნია, იმასთან დაკავშირებით თუ რას გულისხმობს მარკო რუბიო და დღევანდელი ამერიკული ადმინისტრაცია მაგას თაოსნობით, ევროპის ვარდნაში და რა კავშირი აქვს მას უსაფრთხოების გაგებასთან ამერიკის, როგორც ამ უსაფრთხოების მიმწოდებელთან.

მარკო რუბიოს ბოლო გამოსვლა მიუნხენის უსაფრთხოების კონფერენციაზე არ იყო მხოლოდ რიგითი პოლიტიკური განცხადებაეს იყოგამოღვიძების ზარიმთელი დასავლური ცივილიზაციისთვის და იმ ეგზისტენციალური კრიზისის აღიარება, რომლის წინაშეც დღეს ევროპა დგას. როდესაც ჩვენ ევროპისდაცემაზევსაუბრობთ, პრობლემა მხოლოდ სამხედრო ბიუჯეტების სიმცირეში ან ტექნიკურ ჩამორჩენაში არ არის; პრობლემა გაცილებით ღრმაა  ჩვენ შევედით ეპოქაში, სადაც ადამიანი, მიუხედავად ციფრული ჰიპერ-კავშირებისა, უფრო მარტოსული და ატომიზებული გახდა, ვიდრე ოდესმე. პოსტ-სიმართლისა და სოციალური ქსელების გარემომ ინდივიდი კიდევ უფრო გამორიყა იმ ტრადიციული ერთობებიდან, როგორიცაა ოჯახი, ეკლესია თუ ლოკალური თემი, რამაც პირდაპირი დარტყმა მიაყენა მათ შორის უსაფრთხოების  სამშობლოსგანცდას, იდენტობას და აშ. ამ კონტექსტში მახსენდება 2024 წლის და მანამდელი RAND-ის კორპორაციის კვლევები ბრძოლის ნებაზე, რომ ბრძოლის ნება (Will to Fight) არის ომის ერთადერთი ყველაზე მნიშვნელოვანი ფაქტორი. საუკეთესო ტექნოლოგიაც კი უსარგებლოა მისი გამოყენების ნებისა და გამძლეობის გარეშე.

Geopolitical Anatomy of the Decade and the West

It can be posited that following the conclusion of the Karabakh War, a new reality has been established in the Caucasus. This reality is novel in the sense that the influence of both Russia and Turkey has further intensified within the region—a consensus shared by the vast majority of international relations observers. I believe that much has already been written and articulated regarding the emergence of these circumstances—including our own analysis—and this specific matter does not require further detailed deliberation at this stage. However, we consider that it would be of interest to discuss the recent Karabakh War within the broader context of the geopolitical trends and landscape of the last decade, particularly if we observe the process of the ascension of this conflict’s main actors alongside the inertia of the West. This will allow us to view events through a certain historical prism and attempt to comprehend them, which we deem a necessary intellectual prerequisite for the formulation of the country's new security strategy in the future. The analysis of historical and geopolitical trends and factors is paramount in this regard.

ნატო-ში გაწევრიანება და საქართველოს „დიდი სტრატეგია“

 ცოტა ხნის წინ კიდევ ერთხელ გაჟღერდა მოსაზრებები საქართველოს ნატო-ში გაწევრიანების დასაჩქარებლად ახლებური მიდგომისა და მოდელის შესახებ. „ნატო-ს იმაში დარწმუნება, რომ ალიანსი საქართველოს ტერიტორიების დაბრუნებაში დაეხმაროს, ძალიან რთული იქნება. თუმცა, თუ ტერიტორიების დაბრუნება ნატო-ს მოქმედებების ფუნდამენტური პოზიცია არ იქნება, ეს საქართველოს ნატო-ში გაწევრიანებას გააადვილებს.“ - ამის შესახებ ნატო-ს ჯარების ყოფილი მთავარსარდალი, ადმირალი სტავრიდისი “ამერიკის ხმასთან” ინტერვიუში ამბობს.
